INTRODUCTION |
No solo

FOR THIS BOOK
| by
Ileana Ros-Lehtinen
The rapid spread and continuing
evolution of the Internet has brought countless benefits to the world.
But as this transformation reaches ever further into our lives, it
brings with it increasing vulnerabilities leaving us exposed to those
who seek to do us harm.
We are all aware of computer
viruses and other malicious efforts to steal and misuse our personal
information. The recent attack on Google and other companies by sources
apparently originating in China has dramatically raised the visibility
of the threat to businesses, from the financial sector to aircraft
manufacturers.
Less well known are the highly
sophisticated assaults on our national security agencies from several
sources, including foreign governments, which may be planning to deliver
a devastating blow in the event of war.
Terrorists who wish to strike the
U.S. have rich pickings, such as our electricity grid and other
essential services.
In his newly revised book, Hedi
Enghelberg has given us a wake-up call regarding this rapidly growing
threat. His warning that Cyberterrorism can only be understood as an
act of war is one that the public and policymakers will ignore at their
peril.
The executive branch, private
business, and others must work together to combat this menace because it
is one we share in common and for which there is no individual solution.
Congress has a key role to play in
this effort by educating the public to the threat, ensuring that
sufficient resources are devoted to defending the American people, and
promoting a vigorous U.S. policy toward combating Cyberterrorism.
Enghelberg begins to provide us
with a roadmap of the threat, in order to better prepare against it. He
has given us an unambiguous warning and I hope we are wise enough to
heed it.
The Hon. Ileana Ros-Lehtinen is a U.S. Representative from Florida’s 18th
Congressional District and serves as Ranking Republican Member of the
Committee on Foreign Affairs.” |

Cyber Wars, Cyber Terrorism and Info Wars are a flagella
and not a simple on-line game, office chat and rivalry.
The Cyber Terrorism is a very serious type of asymmetric
war, which unless the normal (nothing is normal about the war) ,
traditional war, affects us all. This is a very serious business and a
simple conclusion on human kind evolution and heavy (total) dependence
on computer systems.
All the enemies are dangerous: with little training and
some degree of dedication and talent, with a simple computer connected
to internet, can attack a powerful nation, with more devastating results
than a traditional frontal attack. Maybe you do not see not the damage,
but believe me, the damage is there.
Cyber attacks are in the thousands and happened daily
between nation at war and nations at peace. Is simply that they are not
reported, because of shame and difficulties in taking the blame.
Cyber Terrorism has to be open to debate and is more
spread around us and taking more complex form than a sneak on some other
nation’s computers.
Since 1999 I was one a few authors to mention this type
of asymmetric war and new war dimension, added to water, air and ground.

Cyber terrorism
was one of the first white papers published on the topic.Cyber
terrorism, is a new weapon in the arsenal of global terrorists to be used
for waging asymmetrical warfare. It was also one of the first resources
available and used in works consulted and bibliographies in subsequent
papers written about this new method of committing acts of terrorism
through cyberspace (the internet) which we now know as cyber terrorism.
Based on over 13 public conferences held in both Venezuela and the U.S.
(Barnes and Noble), when first published in Venezuela, it was one out of
only a handful of books worldwide, alerting the public, corporations,
state institutions and agencies about this new trend and dimension of
war: the cyberspace (traditional air, ground, water). In principle
cyber terrorism is the
continuation of terrorism by a new means and ways: cyberspace, networks,
computers and Internet.
Today, the threats that Enghelberg was concerned about dating back to
1999 threaten to become part of our daily reality and Government,
Industry and Society at large must prepare to deal with it.
